Trevor S. Pemberton is a trusted appellate advocate, mediator, and government practitioner known for taking on complex, high-stakes matters—and delivering results where the stakes are highest. He brings to each engagement the rare combination of trial experience, judicial perspective, and executive-level decision-making.

For nearly a decade in private practice, Trevor built a reputation as a formidable litigator, handling complex commercial, civil, estate, construction, and domestic disputes. His integrity and command of the law led to his appointment as a Special District Judge by the Oklahoma County District Judges and, soon after, as a District Judge by gubernatorial appointment. On the bench, he managed a substantial civil docket and presided over dozens of jury trials before serving as Chief Judge of the Juvenile Justice System. He was later appointed to the Oklahoma Court of Civil Appeals.

Trevor was then called from the bench to serve as General Counsel to the Governor of Oklahoma, where he spent three years advising on matters of statewide and national significance. In that role, he helped shape legal strategy at the highest levels of government, participating in appellate litigation before the Supreme Court of the United States and advocating the State’s interests before the Oklahoma Supreme Court. He also played a central role in negotiating historic compacts between the State and Tribal Nations—demonstrating the judgment, diplomacy, and strategic insight that now define his mediation practice.

Today, Trevor leverages that experience to serve clients as a mediator and appellate advocate in complex disputes. He is known for bringing clarity to difficult cases, earning credibility with courts, and guiding parties toward resolution with precision and purpose. His approach is disciplined, pragmatic, and grounded in a deep understanding of how cases are decided—both at trial and on appeal.

Trevor is the recipient of an AV Preeminent rating from Martindale-Hubbell—the highest ethical and professional distinction awarded by peers—and has been recognized for leadership, professionalism, and service throughout his career.

Raised in rural Oklahoma, Trevor’s path reflects perseverance and a relentless pursuit of excellence. He earned his B.A. from the University of Oklahoma and his J.D., with honors, from Oklahoma City University School of Law, where he was a Merit Scholar, Dean’s Scholar, and member of the National Trial Team. He also completed the Mediation Intensive through the Harvard Law School Program on Negotiation.

Trevor is the founder of Pemberton Law Group, where he focuses on appellate advocacy, mediation, and matters involving government and public policy—continuing to take on the cases that matter most.
